Externally, the collapse of communism in Eastern Europe and the outlook of German reunification led to a commitment to reinforce the Community’s international position. Internally, the Member States wished to supplement the progress achieved by the Single European Act with other reforms.67 [...] With the Treaty of Maastricht, the Community clearly went beyond its original economic objectives - the creation of a common market - and its political ambitions came to the fore.
