Universalism versus Particularism

This first dimension describes the forms of relating to other people. The Universalist complies with standards that are universally agreed to by the culture in which the individual lives. “What is good and right can be defined and always applies.”[FN 69] For example, crossing the street when the light is red in a very rule-based society e.g. Switzerland or Germany. Even if [there is no traffic, you will still be frowned at.]

The universal versus the particular

[...] This first dimension defines how we judge other people's behaviour. [...] At one extreme we encounter an obligation to adhere to standards which are universally agreed to by the culture in which we live. [...] Universalist, or rule-based, behaviour tends to be abstract. Try crossing the street when the light is red in a very rule-based society like Switzerland or Germany. Anmerkungen

The footnote is extremely misleading: although there is a paragraph, titled "Universalism versus particularism" on page 8, and although there you will find the phrase "What is good and right can be defined and always applies.", the wording of the surrounding text is quite different. <br/>Just read on in Trompenaars book and you will find everything else that Cs has written here (including the example of red traffic lights) in the exact same words that Trompenaars used. (Remark: The page and line numbers given above refer to the corrected second edition of Trompenaars from 1998.)
